Markmið reglugerðar þessarar er að koma í veg fyrir eða draga úr skaðlegum áhrifum loftmengunar á heilsu manna og umhverfið, meta loftgæði á samræmdan hátt, afla upplýsinga um loftgæði og viðhalda þeim þar sem þau eru mikil eða bæta þau ella. Jafnframt er það markmið að draga úr mengun lofts.
